Case Description

Having a diverse topography, the region (contained within the Transylvanian geography), including Alba County and Alba Iulia municipality, faces a broad spectrum of climate hazards. The most vulnerable population groups in the target region regarding climate hazards are elderly persons (mainly with some orthopaedic/mobility medical condition) living alone in rural or suburban settings, with limited or no access to food and medical supplies/life-critical medical care services during the manifestation of a climate hazard (heavy snow, extreme cold, heat waves. Municipalities in Centru region are also facing a low number of staff allocated for climate resilience planning and implementation of adaptation measures due to limited staff qualifications in climate resilience/climate change impact or due to budget limitations, this being a new topic on the public agenda lacking financing sources, especially for smaller municipalities. Financing tools dedicated to climate resilience started to emerge at the regional level (e.g., ROP), but the lack of focus on climate action at a local level where the hazards hit can only be corrected with an improved financing strategy that can enable the implementation of climate actions identified in the local planning tools like SECAPs and Climate Adaptation Plans. Currently, there are no dedicated financial tools for the municipalities in Romania aimed explicitly at climate resilience.
